What This Bill Does

HB 377 bans puberty blockers, cross-sex hormone therapy, and gender-affirming surgeries for people under 18. It applies to all healthcare providers in New Hampshire. The bill passed the House 197-167, the Senate 16-8, and was signed into law in August 2025. New Hampshire became the first New England state to enact such a ban, joining 25+ states nationwide.

Only 2 Democrats voted to protect children from irreversible medical procedures. The remaining 162 voted to allow puberty blockers — which can cause bone density loss, infertility, and unknown long-term effects — to be administered to minors. Cross-sex hormones permanently alter voice, body hair, and reproductive capacity.

Several European countries, including the UK, Sweden, Finland, and Denmark, have severely restricted these treatments for minors after systematic reviews found the evidence base was "very low quality." The UK's Cass Review in 2024 called the evidence for these treatments "remarkably weak." Yet 162 New Hampshire Democrats voted to keep these procedures available for children. In New Hampshire specifically, a NH Journal/Praecones Analytica poll found 54% of voters would be LESS likely to vote for a politician who supports allowing biological males in women's sports — only 15% said more likely. Even among Gen Z, 64% oppose trans athletes in women's sports (72% of Gen Z men, 56% of Gen Z women).

Opposition to these policies has surged from 62% in 2021 to 79% in 2025.
